Ooh, 15s are quite nice! My treadle is a 15-88, which is the exact same machine as yours except that it's powered by a treadle instead of a motor. As to how often, ideally you want to oil it about every eight hours of sewing time. The grease cups for most motors, I believe, are recommended to be refilled once a year. (My only electric Singer is a 101, which I haven't gotten to play with yet, so I'm more iffy on motors than mechanics.)
As to books... hmm. Those I'm not so good on. There aren't any community colleges near you offering sewing classes? That's how I learned to sew. My best suggestion would probably be to hit up your local library or bookstore and see what books they have in their sewing section, browse through a few, and decide which look like they'd be of the most use to you. That, or browse Google and YouTube for sewing tutorials.
